i would like to preface this by reinforcing that i'm in sydney so i'm looking for advice specific to my locality.

a neighbour of mine recently aquired two kittens but has no income to look after them, he has had them for one week and has not been home most of the week- only popping in three times and being absent for up to three days in a row leaving the kittens alone in a room in his apartment, because the litter box has not been cleaned in a week and the kittens have become sick, treading foeces and vomit throughout the house, subsequently the smell and unhygienic conditions have put me in a position in which i would like to adopt these kittens rather than having them live in this state. I have already approached the owner and made him an offer and not found him amenable to selling the kittens to me or my reasoning that his apartment has become unsafe for himself and the kittens to live in.

In my reasoning i have these options
* I could alert the building administrators and suggest they look at the apartment and volunteer myself as an alternative owner for the kittens instead of them being seized
* I could alert the RSPCA directly and offer the same advice.

I need to act fast as i'm not in a position to let the situation degrade, i have other animals in my apartment- a rabbit and a parrot- and I need to be able to train the kittens at an early stage and not allow them to become more feral- i'm also scared that they will become too sickly in this early stage to live long, i have insured that the kittens can be trained and are still at this stage, lovely little animals- however they are sick and very thin and one of them already has some violent and antisocial tendencies- they are covered in fleas and mites and have wounds from fighting each other that are not healing well.

I need some advice from people as to how i should pursue getting these cats, thankyou for any help you can give me.
Hi just to clarify, the reason i know so much about the condition of the apartment and the cats is that my neighbour has asked me in his absence to feed the cats and he does not have keys to his apartment- thus the door is left unlocked, and the cats do have fleas and mites and sores as one of the kittens is more dominant than the other and bites and scratches the other in the absence of human contact- i can't spend any more than a few minutes in the apartment without gagging.

The one issue i have with simply calling the rspca is that this neighbour will suspect me- should i instead alert strata and let them contact the rspca after they've investigated?
